PROFTPD users

Does anyone know how to add user to PROFTPD?

It will allow a password list so it must have a user list.  I've looked
for 2 days and I can't find anything like "adduser" for PROFTPD.

Yes, I know that I can user local user accounts but I don't want to allow
FTP access with an account that can get a local shell.
